Oklahoma Governor Claims Tribes Delaying Sports Betting Legislation
Oklahoma Governor Kevin Stitt recently made headlines by accusing the state’s tribes of purposely delaying the pursuit of sports betting legislation until he is out of office. Despite failed attempts to pass bills legalizing sports betting through tribal channels, Stitt boldly stated that he would have vetoed the legislation regardless.
Tribal Pushback
When asked about his feelings on the unsuccessful progress of sports betting plans in the state, Stitt responded nonchalantly, expressing no disappointment. He emphasized that bills pushed by the casinos would have faced his veto, as he believed they only served to benefit the tribes rather than the citizens of Oklahoma.
Stitt’s Proposal
The Governor had put forth his own plan to legalize sports betting in Oklahoma, advocating for an open market approach that would welcome corporate sportsbooks like FanDuel and DraftKings into the state. Stitt defended his strategy, claiming that it was meticulously crafted after studying other states with successful sports betting markets.
Despite his efforts, Stitt remains at odds with tribal leaders who insist that any legalization of sports betting must respect the 1988 Tribal Gaming Compacts. Chairman of the Oklahoma Indian Gaming Association, Matthew L. Morgan, emphasized the need for any changes to gaming offerings to be carefully evaluated by tribal leaders to avoid breaching existing agreements.
Revenue Opportunities
Oklahoma tribes have been operating casinos under the Indian Gaming Regulatory Act (IGRA) since the early 2000s, with most compacts granting them exclusivity in exchange for fees. In 2024 alone, tribes paid the state a significant sum of $210 million for these rights. Tribal casinos generated a staggering $3.4 billion in revenue last year, sparking projections that legal sports betting could contribute $420 million annually, potentially adding $42 million to state funds.
Future Negotiations
Despite the setbacks, Senator Bill Coleman, a key figure in the recent push for sports betting legalization, remains optimistic. He intends to convene stakeholders for negotiations in the upcoming summer months. While Governor Stitt favors revisiting the gaming compact, tribal leaders appear reluctant to make concessions.
As it stands, Oklahoma remains one of the few states without legalized sports betting, leaving the future of the industry in the state uncertain.
