AGCO Fines Great Canadian Entertainment for Allowing Minors to Gamble
The Alcohol and Gaming Commission of Ontario (AGCO) recently announced that it had imposed a penalty of CAD 151,000 on Great Canadian Entertainment for alleged failures related to underage gambling at three of its casinos. This penalty was the result of four separate instances where minors were able to access the gambling facilities of the casino company.
Minors Allowed to Gamble at Great Canadian Properties
Investigations by the AGCO revealed that minors were able to gamble at Great Canadian Entertainment’s Toronto-area casinos, including Casino Ajax, Pickering Casino Resort, and Great Canadian Casino Resort Toronto. Two of the alleged incidents occurred at the Great Canadian Casino Resort Toronto, while the other two properties committed a single violation each.
The AGCO emphasized the importance of upholding high standards for gaming operators in Ontario and reaffirmed its commitment to reducing the harm caused by gambling. Operators are required to ensure that only individuals of legal age are allowed to gamble in their establishments, according to the regulator’s standards.
Operators must ensure that their employees have the necessary skills, experience, and training to verify the age and identity of visitors to their gambling facilities and prevent underage and self-excluded individuals from participating in gambling activities.
Details of the Fines
Great Canadian Entertainment was fined a total of $108,542 by the AGCO. The breakdown of the fines imposed on each of the three casinos is as follows:
- Casino Ajax: CAD 50,000 ($35,941) for a violation of Sections 1.9, 3.1, and 3.2 of the Registrar Standards
- Pickering Casino Resort: CAD 50,000 ($35,941) for a similar violation
- Great Canadian Casino Resort Toronto: CAD 51,000 ($36,660) for two violations of sections 3.1 and 3.2 of the Registrar Standards
Under Ontario regulations, Great Canadian Entertainment has the option to appeal the monetary penalty order to the Licence Appeal Tribunal (LAT), an independent adjudicative tribunal separate from the AGCO.
AGCO CEO’s Comments on the Issue
Dr. Karin Schnarr, the CEO and registrar of AGCO, commented on the fines, stressing the obligation of Ontario’s casino operators to prevent underage gambling. She highlighted the need for operators to ensure that minors are not able to access casino floors or partake in activities such as slot machines or table games. The AGCO will continue to monitor and hold all casino operators accountable for fulfilling this crucial role.
The announcement of the fines against Great Canadian Entertainment comes shortly after the AGCO reached a settlement with Woodbine Entertainment regarding an investigation into previous horse-related incidents.
